Systematic to provide NATO training for Project Demeter FOC

The new contract between NATO and Systematic on extended training support in SitaWare Headquarters (HQ) will provide both classroom- and computer-based operator training up to full operating capability (FOC), Paul Howland, NATO Communications and Information Agency (NCIA) Chief of Command and Control (C2) Services, confirmed to Janes on 30 January.

The contract also permits “certain bespoke adaptations to the online basic user training software ‘Aspire', so that it can be effectively operated by NATO at the NCI [NATO Communications and Information] Academy”, he said in a statement to Janes. The training, as part of this contract, will take place throughout the NATO command structure sites which have SitaWare HQ already installed.

The contract on extended support was signed in October 2025. It is separate from the agreement signed in February 2024 under which SitaWare HQ Land C2 operator training is provided up to initial operating capability (IOC), Howland confirmed. The SitaWare HQ software is being delivered under NATO's Future Land C2 (FLC2) project also known as Project Demeter.

“Project Demeter is on track for FOC by end of March 2026,” Howland said. FOC is expected to be declared once installations and testing at all sites are completed, with an expansion of interoperability with other NATO software capabilities and “the delivery of tailored training material”, the NCIA said in June 2025.

Project Demeter is aimed at strengthening NATO's C2 capability in the land domain and its compliance with the alliance's Federated Mission Networking (FMN) standards. SitaWare HQ compliance with FMN “contributes to the NATO zero-day [first day of a mission] readiness concept for federating with nations”, according to the NCIA.
