China’s BRI and Rise of System Dependence in Critical Infrastructure
This intelligence briefing assesses how China’s Belt and Road Initiative (BRI) has evolved from discrete infrastructure delivery into a model of embedded system leverage. It argues that the principal strategic risk no longer lies primarily in asset ownership or debt exposure but in system dependence: the degree to which Chinese entities occupy operational, financial, and data-rich positions across critical infrastructure. Through a phased framework of anchor, connect, integrate, and embed, the briefing shows how China’s position inside these systems can generate durable influence, strategic exposure, and grey-zone coercive potential.
